All plumbing and drainage work carried out in the local area must comply with current legislative requirements and regulations.

Lodgements and approvals

There are currently four categories of plumbing and drainage work in Queensland:

  1. Compliance assessable work
    Is subject to Council approval, assessment and inspection requirements. It is work that does not fit into any of the other three categories below.
  2. Notifiable work
    Does not require Council approval, but must be performed by an appropriately licensed person with notification provided to the Plumbing Industry Council.
  3. Minor work Includes installations of apparatus or removal of fixtures or fittings. This work must be undertaken by a licensed person but doesn't require Council notification.
  4. Unregulated work
    Does not require a licensed person, Council notification or approval.

Compliance assessable work

All compliance assessable work requires approval from Weipa Town Authority before works can proceed.

Listed below are common types of compliance assessable applications that must be submitted to Council, together with the forms and plans required for each:

Domestic dwelling (with sewerage and water connection)

Applications for the approval of plumbing and drainage works associated with a domestic dwelling should include the following:

Applications are valid for two years from the approval date. If no plumbing inspections are completed within this timeframe, the plumbing application is closed and no longer valid.

Commercial/industrial applications

Commercial plumbing applications should include the following:

Applications are valid for two years from the approval date. If no plumbing inspections are completed within this timeframe, the plumbing application is closed and no longer valid.

Notifiable work

Notifiable work can be performed without Weipa Town Authority approval or mandatory inspections, but must be performed by an appropriately licensed person. 

The licensed person must inform the Plumbing Industry Council that the work has been completed. Notifiable work includes the majority of work undertaken in existing buildings, such as the installation of new fixtures in bathrooms or kitchen renovations.

Weipa Town Authority may conduct audit inspections of Form 4s lodged with the Plumbing Industry Council.

Design criteria

All plumbing and drainage designs within the property boundaries are to be in accordance with the Plumbing and Drainage Act 2002, Standard Plumbing and Drainage Regulations 2003 and AS/NZS 3500. These can be found on the Department of Housing and Public Works website

Assessing plans

A plumbing compliance request must be: 

Assessment of compliance assessable work

A minimum of three inspections are required for compliance assessable work, comprising the slab, sewer and final stages.

WTA requires a minimum of 48 hours to inspect and/or arrange a suitable inspection for requests for slab, sewer and final stages.

Any amendments to the plans and plumbing work after the compliance permit date must be provided to WTA prior to any further works occuring.
